I was going to make the joke about the dead not being enough votes for Illinois but I read the entire article and meh, non news item. Oh what the heck, for those that don't know. It was a practice in Chicago a while back for organizations to keep the dead's voter registration up to vote for the politicians that will turn a blind eye to their dealings. Which is where Chicago got it two repretations, one as the most politically corrupt city in the US and the reason why it is called the Windy City. (It wasn't called the Windy City because there is a lot of wind from the lake, but because their politicians tend to be wind bags.)
