Hmm, one of my friends who is so-so in Windows 7. And hated it when it was just hype, actually really likes it best. She says it handles memory the best and working on large database makes her happy.
There are a few hickups on some old legacy items on her mom's laptop, but overall happy.
Still, I think it's probably not bad for the government. Its been a round for a while and relevantly safe and stable.
But if you want to run the latest DirectX 11.1 you need Windows 8.
