It would be too confusing right now. Nintendo did a horrible job at differentiating Wii U from Wii and too many people would have just bought the gamepad not realizing the difference. Additionally, there are no games yet that utilize more than one pad.
By 2014 I expect all this to be changed as better marketing and dual gamepad games have launched.
