Quick rule of thumb politics almost never have anything to do with an economy recovering, though they can impede or make it worse. What Obama has done is called Hooverization (throwing money at the problem, named after Hubert Hoover who tried to end the great depression by paying people to do pointless work), which has proven ineffective on numerous occasions.
Some of it may be from the fact the congress pushed a budget through for the first time in 5 years.
