He's very coy about Ratchet PS4.  He was asked whether they would have a game coming out the same time as the movie and said:

"We're hoping that, regardless of the games that come out at the same time, the movie stands on its own. The Ratchet universe has expanded quite a bit since we started and it's given us lots of material to draw on.

I suspect it's probably very likely.  Unless Fuse takes off more than anyone expects, it's not like they have any other blockbuster franchises to fall back on.
