If it did truly jump that much, it would mean Nintendo purposely underclocked it that much. So was Nintendo trying to bluff their way with a console that appeared to be weak lol?
In reality I doubt it though. A modest boost is indeed possible, but it makes no sense for them to high 2/3rd of the power as it only causes damaged relationships with devs who did release content at launch.
