The problem with selling less than expected is you end up paying warehouses to store finished units that aren't getting shipped out, or you might end up paying component suppliers for parts that you don't even have a use for. So yes, it is possible that the Wii U is taking a worse loss now than it actually was at launch.
Things can get really ugly. Just ask RIM about the Playbook or HP about the Touchpad.
