I would guess the incredibly tiny porting costs are what made the game a smash hit. It's an upscaled Wii game using recycled assets from a title which as appeared on no less than four platforms before it hit the Wii U. Even the tablet features are kludges imported from the 3DS version.

Not only that, but it's a port of a game released a year earlier in Japan. I doubt they expected it to sell much at all.
