Some pretty succesfull franchises and developers pretty much on it already without the console actually being officially announced.

I don't think Turn 10 will be making PGR 5 just like they didn't make Forza Horizon so its going to be Forza 5.  The only way I can see a PGR 5 reveal on the 21st is if another developer besides Turn 10 presents it.  I'm pretty sure that Forza 5 will be revealed on the 21st if not then the lates it will show up is E3.
