On April 1, 2007, Sony changed their reporting policy from units manufactured to the industry standard of units sold.

Of course, sold is to retailers, distributors and wholesalers...not consumers.

No.  My understanding is that all reported figures after that point were units sold which applies retroactively.

They didn't count the first 7 years as manufactured and then the folowing 6 as sold.    All numbers reported since are total sold to date.
