Pre-Order bonuses are a mess here in Holland anyway. This store gets that, the other gets this and the third gets nothing at all. I had to pre-order my Luigi's Mansion at a toy-store (after doing a day's worth of research to find it) because my dedicated videogame-store didn't have the Boo stress-ball.
I don't exactly know how it all works, but you probably just bought it at the 'wrong' store
