I think Capcom's logic was more like this
"Well DMC4 did ok and now the team wants to make something else, which is a bit like those TES games that sell real well better dump lots of money into that. We think that there is still potential in the DMC series tho so lets farm it out to a cheap to a western studio while our internal teams are busy, maybe a western take on the franchise will attract more western gamers we will make sure they do things differently tho and drop the dificulty down to try and attract more casual players."
"Well fuck Dragons Dogma sold like shit only 1.3m shipped (after we said that it could sell 10 million units like Skyrim and could break a million in Japan alone), well maybe if we use the Street Fighter tactic and rerelease the game with some new content we might recoop some money, and tell investors that it was a surprise hit in Japan and for a new IP to cross 1 million units was solid sales. And what's this that cheap DmC game almost sold as much as our massive internal game that we already said sold ok, I guess we have to say that did ok as well incase investors worry about Dragons Dogma."
