It's the third-least-niche game on the console in Japan. And even though it probably didn't meet Sony's expectations there, that was still its primary purpose. Japan.
I also personally agree with the majority of your post, but it's a vast turnaround from the opinion (not saying it was your opinion) about the console in general which seems to be "No-one wants to play home console games on handhelds; make handheld-exclusive experiences like Pokemon and Layton!"
Which of course, Sony are actually doing, in a roundabout way.
