I don't think the games will be rushed. Super Mario Galaxy 2 was finished at the end of 2009 and they delayed its release because NSMB Wii was released that holiday. So from early 2010 they've been working (at least with a small team) on the 3D Mario for Wii U. As soon as SM3DLand was released at the end of 2011 they would have gone into overdrive for its development. So that means a full 2 years by this holiday with the ENTIRE Mario team working on the game, and another 1-2 years with a smaller team doing the R&D phase and early concepts.
And I agree with the above posters who stated that Nintendo has made it clear all along that 720p is the goal with their first-party Wii U games.
Mario Kart is a bit of a different story. They no doubt had done some early concept work and R&D for the Wii U version in the time since Mario Kart Wii, but I don't think major development probably started until early 2012 after the holiday release of MK7. I would imagine their goal is to have Mario Kart ready for this holiday season as it's probably their BIGGEST franchise of all in terms of pleasing both the "core" and "casual" crowds. However, if they feel it isn't up to snuff (ie. 720p and 60fps single player and hopefully multiplayer) then I could see them delaying it until Spring 2014. It could also be held back anyway if Retro's game is ready to go this holiday.
Regardless of what happens, I BELIEVE Nintendo at this point when they say that starting with Pikmin there will be a steady stream of games through the fall and winter and into next year. It'd be almost impossible to have any more big gaps after August when they have Pikmin 3, Wii U Party, Wii Fit U, 3D Mario, The Wonderful 101, and The Legend of Zelda: The Wind Waker HD all slated to arrive before the end of the year. Mario Kart and Retro's game are the question marks. And into 2014 you'll have one or both of those plus Yarn Yoshi, Bayonetta 2, Fire Emblem X Shin Megami Tensei, and hopefully Monolith Soft's "X" and Smash Bros. by the end of the year. Plus, no doubt Nintendo has more collaboration titles and supplementary titles (Kirby, Donkey Kong, Wii Sports, etc.) in the works.
Just give it one more month and when they have their big E3 Wii U Nintendo Direct we'll see exactly what they've been working on and whether the games appear rushed or worth the wait. I'm betting on the latter.
