Why have a press conference or waste money on making a big flashy one when people go gaga over your isht anyway?
They aren't going to be showcasing new hardware, so all the press conference would do would be announcing new games, which they can do via Nintendo Directs or any other method at their disposal. Nintendo probably doesn't want to waste money and this is a means to a legit end. People/media, that are used to pitting the press conferences as selling points, are blowing this out of proportion and trying to make a bigger deal out of something that really isn't. It breaks tradition but the only people that suffer are the media and E3 promotors, because it lessens their ability to sell E3 as a major event when one of the biggest hardware producers decide they aren't going to go full steam at it.
