it is between the PS3 and the 3DS at this point. If they want to make a game that can rival the best of the best, they will go with the PS3 so that they have more tools to create a masterpiece, and also they will have a huge userbase to obtain sales from That would compensate the big budget of the game. But if they just want to make a great game but nothing more (nothing revolutionary in any aspect) they will make it for the 3DS.
Knowing japanese developers and the problems they have when creating HD games, I think, that so far the game will be for the 3DS.
That is what I think unless Cerny approaches them and convinces them to make the game for the PS4 :D
