Chrom is unique when passing down skills.  Lucina (or any of his daughters) will get Aether from Chrom even if he was a Lv 1 Lord, his current skills have no sway in what he passes down. 

My Chrom is gaining levels as a Great Lord naturally because I'm pairing him up with Olivia so she can solo Skirmishes/DLC for fast level up. Should I hold up until she hits Lvl 30 dancer before reclassing to Pegasus Knight?

If you lv her to 30 you should just go striaght for Dark Flier.
