Since Lucina is soon to become a playable character, I have to get the Parents skills as soon as possible right? That means getting Galeforce from Dark Flier Olivia and Aether from Great Lord Chrom.

Chrom is unique when passing down skills.  Lucina (or any of his daughters) will get Aether from Chrom even if he was a Lv 1 Lord, his current skills have no sway in what he passes down.
