Dreamcast in the US says hello. The PSP actually made it through an entire generation. The Dreamcast not only stopped production in western companies because of piracy, it is one of the reasons that Sega is a third party developer now rather than a console developer. Yes, it's one among the many reasons, but it is a major reason. Dreamcast was the easiest system to pirate by far, just as long as you had a CD burner.
Also, piracy doesn't have little impact. For niche developers who won't get very many sales to begin with, piracy hurts those companies less, but in a way more. While Activision has more people pirate Call of Duty, they can still support their company even with the losses, but a niche developer that already puts a lot of money into development and localization costs might end up losing money since the piracy might cut in on the small amount of sales they're getting in the first place.
