It is not... it is not a proprietary hardware... it is a proprietary software... the filesystem used in the Blu-ray discs... Wii U uses a standard Blu-ray driver but the firmware just permit read the proprietary format created by Nintendo.

Hack can change anything related a software... so they can make the Bly-ray driver read BD Movies.

According to this, the Wii U disc drive is a custom made drive based on the Blue Ray platform. I don't know if the Wii U uses Blue Ray drives, but if it does then yes, playing Blue Ray will be completely possible on the Wii U. Haven't found an article saying the Wii U uses Blue Ray drives (only that is based on Blue Ray), haven't really tried hard though.
