Interesting. The Fire Emblem set was the first one that was made available, one character at a time. I think a new one got unlocked about 24 hours after summoning the last one. There are ten characters per set, so it would take ten days to get all of them available.

However, last Thursday at the usual time when new eShop data was made available (and thus also the The Sacred Stones set), the Fire Emblem set got instantly completed on my game, so I got to choose who I wanted without waiting another few days. I expect the same thing to happen to the TSS set this Thursday. You should try to manually update your bonus box content, perhaps you will get instant access to all Fire Emblem characters too.

Truth be told, I hadn't checked the Bonus Box since I started the game, and yes, there's the Sacred Stone first team and the complete Fire Emblem team. The only team I had seen at first was Karel's team, a lvl 8 Swordmaster, which scared the bejeebus out of me .
