It does if you include the WiiU.

Wii U plus the others will easily put the available userbase over 15m. That's a pretty good opportunity for resales and Nintendo only folk or those willing to wait a couple months for the perceived better copy no next-gen.

Next gen as in not released. A Wii U port on it's own makes sense considering the system attracts a different set of owners and could help build R*s image on the platform. Plus you know Nintendo would help out.
