Bioshock was down 43%.  Bioshock 360 had an identical share to last week.  Using VGC numbers, that would put Fire Emblem between 7,300 and 11,700.

Considering the scale of the hardware boost, I suspect we have been overtracking the 3DS in the UK.    Unless the existing install base has just given up on buying games, it doesn't seem likely that a game that sold at most 11.7k would boost hardware to a near identical amount.

You are forgetting the digital sales. I don't know if you read the link with the news, but 31% of all the 3DS XL sales were the bundle with the digital copy, and that digital copy is not counted on the 7,300~11,700 numbers.
