Where exactly have they said this? Because in the first four quarters of availability the GBA shipped 12.17 million between Americas and Other. They only have 6 month and full year numbers for that period of time, so I can't get the exact amount for Japan since it launched there a about 10 days before the previous fiscal year ended. So you could either go with the 4.92 million from quarters 2-5 or 5.98 million from quarters 1-5.
If we do 5 quarters of Japan and 4 for both Americas and Others we get
GBA: 18.15 million
3DS: 16.22 million.
For sell through the GBA has a pretty commanding lead in the US, and just a small deficit in Japan. Don't have any European sell through numbers.
