Nintendo should make a phone that is actually geared towards communications purposes with easy app development in mind, then and make it as a third pillar Nintendo device, not to compete with 3DS, but with other cell phones.
Then later release hybrids of gaming systems and cell phones, but keep the core platforms separate.
I don't think a "hybrid home/portable console" thing will work. You can't really fit a console controller in your pocket like you can a 3DS or a cell phone. The home console should evolve to be a better and more unique experience for home use, whereas handhelds would be for portable use - using street pass and those sorts of things are fantastic, and phones for apps and easy communication.
