With the right CPU/Ram. No reason not to have all games maxxed on that thing at 1080P even in a Mini-ITX HTPC.
However, it *is* $500 give or take here in Australia, so it ain't cheap.

Also a company called "AFOX" has been releasing Small Form Factor cards for awhile now, I remember a SFF Radeon 6850 and this 7850:
