I think I've seen that reaction as well from him... And I gotta agree with him somewhat; Zelda has become very puzzle centric, while it used to be about action and adventure. But I think you have a point; it would seem as if the puzzles are contained to the dungeons and the over world has the enemies... (I'm thinking about the birds and the... blobs...)

I've never had a problem with puzzles since traditional adventure games are focused on puzzles and exploration, and by extentsion the purest form of action/adventure game should have a good mix of action, exploration, and puzzles. And in my opinion, the puzzles present in the Zelda series tend to be pretty good. Some parts of Skyward Sword made me think "this could be its own downloadable game".

I actually love the puzzle elements in Zelda games, but I just miss the action (and the exploration) from LoZ... That might still be my favorite game in the series. But it's just like you said; it's a matter if finding that balance.
On a similar side note; I loved the combat in SS and TP; you actually had to use tactics when fighting. Well, it was optional in TP, but I loved that you got to learn new move by the OLD Link (or whomever that was) ^^
