Charlie. In Street Fighter canon he's the stronger fighter. Charlie was two time reigning US Champion. He taught Guile the Flash Kick and Sonic Boom. Most importantly, he sacrificed himself to save Guile and Chun Li from Bison's exploding base in SFA3.
Side note: Ken won Charlie's vacant US title. Guile and Ken are brother in-laws. Guile's wife and Eliza are sisters.
