You pretty much answered your own question there. They don't have to make the gamepad this specific feature thing and could mirror the game on the pad and maybe include some touch screen stuff. It really doesn't take that much effort, they just don't want to feel lazy. The UI/HUD code is already a separate thing from the environment code, so placing that on a separately rendered screen is fairly simple.
The article mostly is referring to next gen....where Wii U is the leader at the moment. They stand to have a pretty decent lead by the time the other 2 consoles come out and might even have more systems sold than both combined for a while after launch.
