No it isn't, my avatar and Owain have Ignis, Astra, and Lethality equiped, and they all appear evenly.

Even if they appear evenly its about what is needed and those 2 other slots that could be other skills.

I usually like to have my avatar and one of his/her kids feature Ignis and one other attack skill, mainly because after a certain point in their development they are pulling one or the other in every other attack making them monsters. I love me some monsters that alternate between Ignis (lethality if they aren't avatar's offspring) or Astra
