I don't know the financials behind localization projects.  I wish someone would say, "look, if we bring this over we're looking at needing [50K, 100k, 200K, etc.] sales in order to turn a profit" then I would have some insight into the decision making process.  I see odd games come over and other ones left alone or others that come over after a prolonged battle (looking at Tales of Xilia and Pandora's Tower this year).
