It's a strange world where Jaffe is more on the ball than others, but yes. Although he's not exactly completely on-point either: this myth that the developers' bargaining power is even remotely equal to the publishers', and thus that fair terms are negotiable, is mere fantasy, and his brushing that off with "well, be better" strikes me as reductionist at best.
Still, the underlying points are largely true. And most developers really aren't worth as much as they think.
