I think you have a good point here... maybe the fact he likes more BioShock 2 makes the difference... BioShock Infinite is more like BioShock than BioShock 2.
I can deal with the BioShock always use Drill, or the crap hack system, or others useless things... but I can't deal with the lack of exploration (linear/corridor gameplay), inferior story and no motivational characters.
These things makes BioShock and BioShock Infinte better than BioShock.
