I'd actually wait for both.
3DS because there will be a revision soon. XL was a very sloppy effort by Nintendo due to declining 3DS sales. It was rushed. And nothing will bring a splash into the Western market more than a Pokemon+revision combo so I expect there to be one either right after Pokemon or with Pokemon. Not to mention the battery problems and weird shoulder buttons on OG 3DS. (Those break)
PSVita also has a certain burn-in problem with the screen that can mess it up after a while. They might fix that soon in a later model. Not only that but if you like JPRGs, I'm not quite sure if Vita will get all of them in the West. If tales and one piece are any examples, I think Japan really doesn't care about localizing Vita titles. I agree with the people that say wait for E3 and decide if you think it will be supported enough. Besides, they'll drop the price in the West soon.
For now though, from a software perspective the 3DS wins.
Hardware perspective, Vita wins when you don't factor in those mem cards.
