No, GoW is not technically doing better. Its selling less and had a much biigger marketing campaign.
Both Gears and GoW are selling less than usual because they don't move the story along. They're just side stories in sagas that already reached their end.
Only Halo can make people care about prequels because its the greatest series ever created.
