.....Dont take all PR as something set in stone. Realistically......you don't quit your job after a scandal. Your employers fire you and offer to make it look like a step-down to save face.

I basically said he stepped down, but we all know better than that. Microsoft most likely jumped down his throat, gave him severence and a job recommendation with future warning and officially say "I'm stepping down" to sut the fans up. I am not blind to how American business works.
