I doubt that number is significant, with Basic models not having enough memory for it, I also heard rumors that Deluxe models also had to buy a HDD for it, I think it ended up being not true but if I heard such rumors, others certainly did also, discouraging alot of ppl from buying it on the eshop.
And this game is freaking GREAT, I'm 35hours into it and I completed around 70% of the game. Sooo many collectibles hidden all over the place, the open world is one of the biggest I've played, and the story toke me around 20hours to complete. So it's deffenetly worth your money.
