These words hardly need to be written. Of course there's no chance a console can compete without complete third party or world-leading first-party support. Hardware and price is irrelevant.
Ouya is just so you can play your phone games on a TV with a controller. It's not trying to be more than that. They're going for hardware profit per unit.
Shield is a vehicle for promoting Nvidia's failing Tegra SoC line. They can't compete with Qualcomm/Apple/Samsung's chips on power consumption or memory bandwidth so they will not be picked up by phone companies. They don't even expect it to sell, they just want the PR and articles.
