Edge said it, yes. Xbox leaked docs talk about always on, that is basically what I talked in the OP about. Kotaku - who said this:

"That said, a caution and a caveat: other sources familiar with the codenamed Durango console have told us that they are still unaware of any Microsoft plans regarding an online requirement. No one has been able to say it's not true and some have speculated that this is required at the operating system level and therefore isn't something Microsoft has to tell all developers or retail partners. Microsoft also has the ability to change this type of requirement seemingly at a moment's notice through changes in firmware or networking infrastructure."

Orth was making stupid remarks about always on, this may or may not be based on knowledge about Nextbox, but even if it is based on that - that can again lead to the feature I showed in the OP. So, nothing substantial at all.

Nothing substantial ? Well as far as rumors go it won't get any more substantial than this. People talk about way less.

Its not confirmed but strongly rumored.

Nope Oarths comments are NOT aimed at that.

His analogy was basically: Vacuums still NEED eletricity to work why are people upset about an always on requirement.

This clearly suggest he is talking not about an optional always on like Wii  but about ghe kind where you NEED to be connected.Like a Vacuum that NEEDS electricity.

If this was based on knowledge of the XBOX or just a general opinion to always on REQUIREMENTS we don't know yet but he definetly did not talk about always on like Wii Connect 24 or PS4 because nobody is upset about this and his Vacuum analogy would be pointless since the Xbox wouldn't need to be connected to work in that kind of always on. And he could've easily cleared up the shitstorm just by saying "Thats not the kind of always online I meant"
