Sales wise, sure.
However only a fool determines the best console off sales alone. PS2 "won" the 6th gen yet many people in this thread probably enjoyed the GameCube just as much or even preferred it. I sure did. The point being, you should be basing this discussion off the great 3DS games, not its average sales.
