We have seen this several times, by the time that happens 3DS library will be huge and the next Nintendo Gen handheld will be around the corner.

No not a DS vs PSP like influence. More just the 3DS device itself and the exploding mobile market. Essentially the 3DS won't reach DS levels. I think it will sell less and have a big drop off like the Wii did later in life.
