No, it would only be the same if Platinum Games were bought by a larger publisher...like EA. No, it would only be the same if Microsoft did the exact same as Nintendo...like completely fund development.
You don't get the difference between paying marketing/timed exclusivity and completely funding the development.

So far, we dont know the exact details of the deal, so we only can speculate at the moment what could happen. But I really dont think they are doing it much different from what M$ did with Mass Effect. So lets wait and see.

What do you mean we don't know enough? We know Nintendo is funding the project. We know the game was totally canceled by Sega when Nintendo stepped in. We know that MS published Mass Effect (that means they market the game). We know that EA bought BioWare several months later.
What exactly is there left for you to figure out?

Nintendo Funded bayonetta 2 = Microsoft Funded Mass Effect
Nintendo does not own bayonetta IP = Microsoft does not own ME IP
Nintendo approached SEGA and PG so they can make Bayonetta2 < Microsoft approached Bioware and allowed the ME IP to even exist.
SEGA owns the IP rights of the game and can do WHATEVER THEY WANT WITH IT = EA owns the Mass Effect rights and can do WHATEVER THEY WANT WITH IT.
As I said before it looks the same as M$ approach to Mass Effect. But the small details are not known. If you want to continue in your dilusion fine by me.
As long as the platform holder does not own the IP, any "exclusivity" is not set in stone.
