You honestly can not judge a console's online from a racing game because there isn't that much interaction between the players. I'd suggest you try an online FPS or fighting game for this purpose.
And I am 99% sure you are probably just playing against other Wii U users. Cross play between console and PC is a big thing. If something like that was possible in a game, I believe the publisher would make an announcement out of it or put it in the back of the box.
