There's no way consoles can compete when they keep scaling up like that. PCs can still take it, but how on Earth you are going to fit a Titan on a console-sized box? Look how it turned out to Microsoft when they tried to scale consoles up a bit like happened to GPUs. From what I remember though, most R&D was focussed around CPU tech in previous generations (especially for Sony) which was always difficult to compare because most console CPUs used non-X86 architecture. The GPU on the other hand, has gradually become more and more important in the creation of a high performing console.
You're right though, there's no way a console can offer GPUs like Titan or even an AMD HD7970; the power draw and heat would be too great. They have to work on efficiency to make up for some of the short fall, but that's what consoles have always been about.
