The only real assumption were making is tying Sony's lack of success with the Vita with the potential for success of the PS4. Sony themselves said they'd have to make more first/second party content this gen.
Technically speaking, it maybe more than likely since jap. devs are mostly porting / dual releasing content on home and portable devices.
