Well they altered their development plans for the game in order to get it done as soon as possible. It's sort of like what they did with Mario Kart 7. They needed it by December 2011 and they couldn't do it alone, so they asked Retro to make 50% of the tracks for them.
It's why Sora Ltd closed and Sakurai went over to Namco Bandai to make the game with that staff. If they were to do it internally like they did with Brawl, it would take three years or longer. By doing it with Namco Bandai, there's already an experienced team in place with knowledge of HD software development.
But even so, I'd say it's more likely to be released in 2014 than this year. Nintendo doesn't need Brawl done this year if 3D Mario and Mario Kart are coming out in Nov/ Dec. Those two games will be enough to spike sales for the time being.
