As long as publishers are run by "business men" who don't know a thing about running a company? I think the problem is that publishers don't say "Here's your budget" and then have the devs work in it. They play by ear, over shoot things, have huge crunch times cause there's just too many hands in the pot, etc. Game development's a mess and there's no end in site.
