What do you mean?

I'd say the 360 is region locked, I can't think of any retail games that are region free. And single games can be region locked, Persona 4 Arena on PS3 sticks out like a sore thumb being the only region locked game (I believe).

Some of the side scrolling SHMUPs from Cave are region-free, but those are only region-free 360 games I know of.

This is true. I thought most were region locked though.

Looking at this (not sure of its accuracy), but it seems the situation isn't as bad as I thought. My perception was shaped as most Japanese 360 game do not work with American 360s.
