What do you mean?

I'd say the 360 is region locked, I can't think of any retail games that are region free. And single games can be region locked, Persona 4 Arena on PS3 sticks out like a sore thumb being the only region locked game (I believe).

Some of the side scrolling SHMUPs from Treasure are region-free, but those are only region-free 360 games I know of.

I was under the impression that the whether or not a 360 game is region free is up to the individual publisher. Am I mistaken?
