If it's a technically enforceable legal ruling, there's still a problem even if he "wouldn't".
I agree you're not allowed to yell Bingo on private property but it shouldn't be illegal, it should just be banned from the premises. This is not a problem for the law if no one was hurt.

Um...no. You hold a party at your house that gets too loud, you can be cited for disturbing the peace.
Yelling BINGO, depending how it's played, can have a negative monitary impact on other players if the wipe the cards clean before the BINGO is confirmed. You can tell people not to clear their cards before it's confirmed, but there will be some who clear their cards. Not to mention having someone run into a room with a bunch of old people then shouting BINGO could be dangerous.
